The deployment of frontier generative AI in highly regulated environments is currently gridlocked by a fundamental architectural flaw: the total consolidation of infrastructure roles. In standard cloud computing environments, the hyperscaler acts simultaneously as the Landlord (owning the data center real estate), the Hardware Owner (managing the GPU clusters), and the Software Integrator (providing the LLM API and intelligence layer).
